On the one hand, these are very straightforward things to make; you take a gemstone of your choice and jam it into some modelling clay (milliput comes recommended), twist that into the desired shape and leave a suitably large hole about the top for the chain or string to go through, leave to dry and paint.

The difficulty can come from maintaining symmetry, keeping the shape intact before the clay solidifies, keeping the paint off of the stone and not wiping away too much when you try to swipe it off said stone, etc.
